The Government has announced specific arrangements for inbound tour group travellers received by travel agents, including:
Tour group travellers can enter and dine at specific catering premises, even when they still hold the Amber Code
Tour group travellers staying in Hong Kong for four days or less are only required to undergo one PCR-based COVID-19 nucleic acid test on the day of arrival
See details on the specific arrangements here.
Your pre-departure checklist:
The QR code can be a downloaded version, a screenshot or a printout. It is valid for 96 hours. Travellers can submit the Health Declaration Form as early as three days prior to the scheduled arrival time in Hong Kong (e.g. if you will arrive in Hong Kong on Monday, you may submit the form as early as Friday). You can also save time by updating the declaration form after obtaining a negative RAT result.
When you arrive at the airport
Follow the ‘test-and-go’ arrangement to take a PCR-based nucleic acid test
Proceed with normal immigration and customs clearance procedures and baggage collection
Proceed to your accommodation by self-arranged transport, including public transport
Do’s and don’ts on your first three days (‘Amber Code’ requirements)
Download the ‘LeaveHomeSafe’ mobile application and register your profile
Undergo three days of medical surveillance, during which you are allowed to leave your accommodation as long as your daily RAT result is negative. You will be subject to ‘Amber Code’ requirements under the Vaccine Pass (see below); after the first three days, you will receive a Blue Code for the four-day self-monitoring period
On Day 2, after obtaining a negative RAT result, remember to take a PCR-based nucleic acid test at a Community Testing Centre (CTC) or mobile specimen collection stations (for free), or at any recognised local medical testing institutions (self-paid)
Don’t enter high-risk premises involving mask-off or group activities, such as restaurants and pubs. Here are some major venues which you can/cannot visit while holding an Amber Code. Visit the Hong Kong Government’s website for more details.

You will also be required to present your Provisional Vaccine Pass to the staff of the premises to gain access. You can upload your Provisional Vaccine Pass to the app without having to carry your physical vaccine pass with you during the trip. Click here to find out more. Click here to find out more.
