Air Travel Bubble between Hong Kong and Singapore is temporarily deferred due to the current precautionary measures.

Q: Since Singapore has unilateral arrangements with other countries, can travellers from other countries who come to Singapore and stay for 14 days or longer go to Hong Kong under the Air Travel Bubble Arrangement?

A: Yes, subject to meeting the normal immigration and visa requirements of Hong Kong as well as fulfilling the specific requirements under the Air Travel Bubble Arrangement.

 

Q: How can I identify designated flights? 

A: Check the official websites of Cathay Pacific and Singapore Airlines and the list of designated flight numbers.

Q: What are the mandatory requirements / documents as requested by the airlines for boarding the flight?

A: All ATB travellers have to present the following during check-in for travel to Hong Kong:

  • Your flight ticket: the ticket must be for a designated flight;
  • Your passport and visa (if needed): non-Singapore citizens, have to present identity documents or passes/permits issued by the relevant authorities of Singapore which permitted their current stay in Singapore e.g. identity cards for Permanent Residents, passes or approval for short-term stay or Air Travel Pass issued by the Immigration & Checkpoints Authority, Ministry of Manpower, Ministry of Education or Ministry of Foreign Affairs;
  • Health declaration: the QR code obtained after completing and submitting the online health declaration form of the Department of Health;
  • PCR test result: a valid negative COVID-19 PCR test result issued by a clinic in Singapore designated by the Singapore Government or a testing institution in Hong Kong recognised by the HKSAR Government.  The specimen has to be collected within 72 hours prior to the scheduled time of departure of the designated flight;
  • Booking for the post-arrival test: the QR code obtained after completing the booking and payment for the post-arrival COVID-19 test. 

 

Q: If my departure flight is delayed for a few hours, what should I do? 

A: Travellers must take a recognized COVID-19 PCR test with the sample taken within 72 hours of their scheduled flight departure time. Unexpected delay of the flight won’t affect their boarding. 

 

Q: Is it mandatory to pre-pay the Hong Kong International Airport post-arrival test before departure from Singapore?  

A: Yes, you must book and pay for your post-arrival COVID-19 test in Hong Kong prior to your departure from Singapore. Once you’ve booked and paid for the test, you’ll receive a QR code confirming your booking. Please present this QR code to airline staff at check-in.

 

Q: I don’t have credit cards or any other online payment methods. What should I do to pay for the post-arrival test to be conducted at Hong Kong International Airport? 

A: Only online payment is accepted for the test. Please contact your bank if you need assistance.

 

Q: Are there any health precautions I need to take during the flight?

A: Cathay Pacific requires all passengers to wear face coverings in situations where they cannot maintain a physical distance of 2 metres (6.5 feet) from others. This includes: 

  • during check-in;
  • in our lounges;
  • during boarding;
  • in the aircraft cabin; and
  • during disembarkation. 

Additionally, you’ll need to answer health screening questions upon check-in at the Hong Kong and Singapore airports.

Q: How will passengers be informed about the test result e.g. SMS, email, app?  What if passengers change their SIM card after arriving in Hong Kong?

A: You will be notified by SMS and email, sent to the number and address provided in your online booking for the post-arrival test. 

 

Q: If I need to extend my stay in Hong Kong, should I take another test in Hong Kong before extending my flight?

A: Passengers must show a negative PCR test result with the specimen collected within 72 hours before the scheduled time of departure in order to check in for a designated flight. 

 

Q: Hong Kong passengers going to Singapore are required to apply for an Air Travel Pass. Does it apply to returning passengers from Singapore including Singaporeans, PRs, Long-Term Pass holders?

A: Any person, regardless of nationality, will be eligible to board a designated flight to Singapore under the ATB and be exempted from the Stay Home Notice if he/she has not visited any country or region other than Singapore or Hong Kong in the last 14 days; has obtained a valid negative COVID-19 PCR nucleic acid test result prior to departure; and has met the normal immigration requirements.

Travellers can take a COVID-19 PCR test at a testing institution in Hong Kong recognised by the HKSAR Government or a clinic or testing centre in Singapore designated by the Singapore Government. The specimen has to be collected within 72 hours prior to the scheduled time of departure of the designated flight. Travellers have to fill in and submit the SG Arrival Card within three days before arriving in Singapore.

For travellers who are non-Singapore Citizens and, at the same time, non-Singapore Permanent Residents or non-Long-Term Pass holders, apart from the above requirements on travel history, testing, and submission of SG Arrival Card, they must also show:

(i) Air Travel Pass: apply for an Air Travel Pass

(ii) TraceTogether app: carry with them a mobile device which is compatible with the TraceTogether app, download the app and register.

In the case of Long-Term Pass holders, apart from the above travel history, testing, and submission of SG Arrival Card requirements, they have to seek entry approval from the relevant Singapore Government agencies, without which they may be refused entry into Singapore.

 

Q: If passengers are taking short trips to Hong Kong that fall within 72 hours, is the validity of the test (72 hours) counted from the test they have done at Hong Kong International Airport or from their pre-departure test in Singapore?

A: It is counted from the test they have done at Hong Kong International Airport.
