The Board of the HKTB comprises 20 Members , who represent a broad cross-section of the tourism industry. Members of the Board are appointed by the Hong Kong SAR Government and include representatives of passenger carriers, hotel operators, licensed travel agents, tour operators, retailers and restaurant operators.
The HKTB is headquartered in Hong Kong and has a worldwide network of 15 offices and 5 representatives. As at 31 March 2007, the total number of staff was 327, of whom 101 were stationed outside Hong Kong.

While a large part of the Board's marketing activities are conducted through its worldwide offices, the Head Office in Hong Kong fulfils a wide range of essential supporting roles, in addition to establishing and implementing the strategic direction of the organisation.

At a management level, the HKTB maintains a close watch on global tourism trends, keeps track of competitors' activities, conducts extensive market research and analysis, and develops the Board's overall marketing, business development and product development strategies. Meanwhile, various Head Office departments also provide worldwide support in key areas such as corporate communications and public relations, marketing communications, strategic planning and research, industry training and human resources, financial management, systems management and administration.

Other Head Office departments provide services that benefit Hong Kong's tourism-related industries at a local level. These include organising or co-ordinating events aimed at visitors; developing tour itineraries; providing visitor information and services; and promoting quality services and good hospitality.
